“中國夢”歸根到底是人民幸福的夢，“樂居”是人民幸福的基石。
古希臘先哲萊普頓定義人居環境是“供人類使用和獲得愉悅的一塊土地”， 霍華德豐富了“樂居”的內涵，他認為“按照健康和倫理道德的要求，建設與周圍環境完全協調，有美觀的、充滿活力的街道”，便可實現中國傳統園林的“宛若天開，渾如天成”的“田園城市”模式。
中國哲學重在探索人與自然之和諧，傳統園林營造師法“裁成天地之道，輔相天地之宜”， 開創了中國園林事業的輝煌。作為人類棲息地，人居環境正如黑格爾宣揚“美是理念的感性顯現”之主張，經歷了從自然環境向人工環境演化過程。“樂居”與人類生活息息相關，它記錄和見證了各時代、各民族的文化精神和意識形態下形成的藝術和設計語言，并循序發展。然而，工業革命及其引發的“現代主義”理念以催枯拉朽之勢對傳統生活方式進行了顛覆。國際主義大行其道，藝術的民族性特征逐漸模糊。密斯的極簡主義更是受到頂禮膜拜，“虛中有實、實中有虛、或藏或露、或淺或深”的中國園林精神遭到冷落。
世界正日益向著全球化的方向邁進，而全球化并非單一化，它是多元化的并存互補。“樂居”應本著“對環境的關注以及對使用者行為心理的分析，而不僅僅是進行符號形式的操作”的觀念，做到“設計始終要基于大眾需求，不能一味制造完全凌駕于大眾意識之上，而忽略鮮活的生活元素”，在新時代的語匯下，打造成蘊涵社會美，又兼容科學美、自然美和藝術美的和諧交流空間。現代人居環境，統一于技術和藝術，和諧與自然、歷史和人文背景，更成為我們居住文化中一道美麗多姿的風景線。
